Racism, poverty, aboriginal issues cited in UN report on Canada

PARIS — Canada's human rights rec ord has come under blistering attack by members of a United Nations body that includes some of the world's worst rights violators.
Canada is being told it's not doing enough in areas like aboriginal rights, violence against women, poverty and racism by UN Human Rights Council delegates representing countries that allow torture, jail bloggers, and amputate the limbs of criminals.
"The Islamic Republic of Iran noted the growing discriminatory treatment against indigenous people, aboriginal women, migrants, Muslims, Arabs and Afro-Canadians," stated a summary of this week's hearings issued Thursday by the Geneva-based council.
The 20-person delegation that presented Canada's case Tuesday in Geneva was headed by John Sims, deputy minister of the Department of Justice, and included officials from the Saskatchewan and Quebec governments.
Sims talked about Canada's efforts, and challenges, in areas like native rights, domestic violence and homelessness.
"Canada recognizes that no country, including Canada, has a perfect human rights record," Sims is quoted as saying in Thursday's summary.
A spokeswoman for Canadian Heritage Minister James Moore defended Canada's participation.
"We place great importance on ensuring the council is able to respond to urgent human rights situations," Deirdra McCracken said in an e-mailed statement.
Conservative Senator Raynell Andreychuk, who chaired a critical 2008 Senate committee study of the UN council and Canada's involvement, said it 's in Canada's interest to subject itself to scrutiny from UN members, including those with "serious and pervasive" rights problems.
The international community, she noted in an e-mail to Canwest News Service, is "far away" from having enforcement mechanisms to convince countries to treat their people with respect and dignity.
"Therefore influence and persuasion in the diplomatic environment of the UN remain important. All need to judged by peers — so should Canada."
Senator Mobina Jaffer, the committee deputy chairman, said Canada is now in a position to ask tough questions at future UNHRC sessions of some of the countries pointing fingers at Canada.
The Senate committee concluded in its report last year that it was too early to pass judgment on the new council, which replaced the discredited and heavily-politicized UN Commission on Human Rights in 2006.
The report did find, however, that the new body remains heavily politicized and focused too much on criticizing Israel.
Here is a selected list of criticisms, followed by the latest report from Amnesty International (AI) of that country's rights record:
- Cuba "noted that aboriginals are disadvantaged in terms of self-generated income, education and health, with the highest ranks in suicide and poverty indexes, asking about measures to repair this historic injustice."
AI on Cuba: "Restrictions on freedom of expression, association and movement remained severe."
- Pakistan, in an apparent criticism of Canada's refusal at the council to criticize Israel's conduct in Gaza, said Canadians "have been on the forefront of human rights promotion and protection. Yet Canadian policy in the Council often contradicts these high values."
AI on Pakistan: "Thousands of lawyers, journalists, human rights activists and political workers were arbitrarily detained. The independence of the judiciary was curbed. Some victims of enforced disappearance reappeared but hundreds remained missing. "Honour" killings and resort to jirgas (informal tribal councils) continued. Violence against women continued with impunity."
- Iran, in addition to criticizing Canada's treatment of minorities, said Canada's foreign policy is subjected to a double-standard when it comes to Israel's behaviour in Gaza.
AI on Iran: "Discrimination against women remained entrenched in law and practice. Torture and other ill-treatment were widespread in prisons and detention centres. A security clampdown announced in April was marked by a sharp rise in executions; at least 335 people were executed, among them seven child offenders. Sentences of stoning to death, amputation and flogging continued to be passed and carried out."
- Egypt said Canada "boasts of sophisticated human rights architecture and is a multicultural melting pot," but then proceeded to criticize the government for its treatment of minorities and immigrants. Egypt also urged Canada to train judges and lawyers on dealing with racial hate crimes ..
AI on Egypt: "Constitutional amendments rushed through Parliament were the most serious setback for human rights since the state of emergency was reintroduced in 1981. The amendments cemented the sweeping powers of the police and entrenched in permanent law emergency powers that have been used systematically to violate human rights, including prolonged detention without charge, torture and other ill-treatment, restrictions on freedom of speech, association and assembly, and grossly unfair trials before military courts and special emergency courts."
- Russia called on Canada to launch a "national strategy to eliminate poverty."
AI: "The Russian authorities were increasingly intolerant of dissent or criticism, branding it 'unpatriotic'."
- "Italy asked about and recommended legislation on domestic violence (and) noted reports that, since 2003, over 20 people have died in Canada after being shot by police with a Taser."
Amnesty on Italy: "The authorities discriminated against Romani people, and several aspects of Italy's human rights record came under criticism from the UN Committee against Torture."
